International originally fitted a wastegated low-pressure turbocharger, BorgWarner 13870011003. In 2011 the wastegate was determined to be unnecessary for controlling speed on the low-pressure stage of the MaxxForce 11 and 13, and the design changed to non-gated machining. 13879880004 is the current service replacement for the wastegated 13870011003, and it is the same unit as 13879700035.
If you are replacing a wastegated low-pressure turbocharger, this is the correct part. The absence of a wastegate is the intended design change, not an error.
